The question is that the difficulty of getting nurses for the Civil Hospital, in Hongkong is due to the unsatisfactory state of Medical Dept in the Colony.
The C.N.A decline entirely taking up officially such complaints as they have received from the Colony - though you were “fitted to make” could not be given official acquittance.
I see that Mr. Hodgson has not met me privately except by the letters which have been mentioned to me which show that two of the nurses appointed since 1914 have resigned owing to dissatisfaction with the conduct of the Principal Matron.
There is, I think, no harm in my attaching copies of service papers to my report; but they must in no case be sent out to the Colony - even privately.
"I attach a copy of a notice which some time past the C.N.A. sent to each of their nurses who receive an offer in the Colonial service. It shows that the CNA are doing their best to impress upon their nurses the fact that on accepting Colonial service they become Colonial servants & must ventilate their grievances, if any, through the official channels." T.C.H. 4/10/16.
Mr. Macnaghten - Yes, 517 but what am I to say in reply to the Gov.'s private letter. Will you draft one for me to sign?

A draft is herewith - I am not quite clear what an official despatch is required.
